GUO Shengwei，Vice President of the CNOOC Energy Economics Research Institute. He graduated from Xi'an Jiaotong University, and obtained his bachelor degree in mechanical manufacturing technology and equipment in 1995 and a master degree in mechanics in 1998. He received a master degree in World Economics from Peking University in 2007. Recently, Guo is mainly engaged in group company strategy and planning research, and consulting and evaluation of major investment projects.

From July 1998 to September 2001, he engaged in offshore oil and gas engineering design at the CNOOC Production Research Center. From September 2001 to November 2020, he worked in the planning department of CNOOC. And engaged in annual production construction and investment planning, investment, statistics, production operation, strategy, and planning management at the headquarters level for a long time. During this period, Guo participated in or organized the preparation of 2002-2010 and 2014-2020 production, construction, and investment plans, and specifically organized the preparation of the group company’s "13th Five-Year" and "14th Five-Year" plans.
