President Wang attended the Green Development Mayors Forum

The Green Development Mayors Forum was held in Guiyang on July 12. In the second session of the forum, guests, from home and abroad, focused on the topic of “Promoting Ecological Civilization Theory and Practice Innovation” to discuss how to improve the modernization of the ecological environment governance system and governance capability, promote low-carbon development and transformation actively, and provide suggestions for making new achievements in the construction of ecological civilization in Guiyang, Guizhou. Moreover, guests explored new paths of low-carbon development of green finance, and discussed the establishment of green financial system and how to promote green development through green finance. Zhen Wang, Dean of CNOOC Energy Economics Research Institute, said at the forum that there is a lot of room for energy efficiency improvement.

President Wang said, “I think the biggest challenge facing China is the problem of carbon peaking. By 2030, China’s carbon emissions intensity will drop by more than 65% from 2005, so this is stressful for governments. From the perspective of economics, it is necessary to not only make the peak of emissions not too high, but also to achieve carbon emission intensity and to achieve economic growth, therefore, this requires an overall consideration of the relationship between emission reduction and development. Energy efficiency needs to be improved, before the carbon peak is completed, and there is a lot of room for energy efficiency improvement. From the production side, the improvement of energy structure is significant, especially for production enterprises, it is necessary to explore how to make indirect emissions can be effectively transmitted, so that more green electricity can be transmitted to the terminal. From the perspective of optimizing the industrial structure, we can think about how to control the cost of carbon dioxide emissions from the perspective of investment. From the perspective of green finance, the problem can be solved through financial constraints. Through multiple efforts from investment side, production side, and financing side, we can effectively solve the problem of emission reduction and achieve the goal.”
