He is a native of Jining, Shandong Province, graduated from Renmin University of China with a doctorate in ethics. He worked in Yankuang Group since July 1998 and successively served as the project manager of installation and commissioning of imported coal mine equipment and the project manager of coal chemical equipment procurement. From September 2004 to July 2007, he studied for a master's degree in the School of Public Administration of Nanjing University. From September 2007 to July 2010, he studied for a doctor's degree in the School of Philosophy, Renmin University of China. In July 2010, he joined CNOOC Gas and Power Group, which is affiliated to CNOOC, and successively served as the administrative manager of the office, deputy director, secretary of the Party Committee, director of the Party Construction Department and other positions of CNOOC Gas and Power Group. He joined CNOOC Energy Economics Institute in January 2023 as a member of the Party Committee and vice president.
